White candy melts
Double stuff oreo cookies

Add in the food coloring. Add more food coloring to get the shade of blue that you like.
Set aside while you prep the eyes.
Take two candy melts for each cupcake and the black marker.
Using the marker, add black dots in the middle of the candy melts for the eyes.
Scoop the frosting into the piping bag.
Take the cooled cupcake and start piping frosting from the edge to the center.
Add the eyes to the top of the cupcake.
Cut an oreo cookie in half and place the cookie in the bottom part of the frosting where the “mouth” would be.
